Elected mayor by City Council, December 27, 1938, replacing Burnet R. Maybank, who had been elected governor. Elected mayor December 12, 1939; re-elected December 14, 1943. Succeeded by E. Edward Wehman, June 13, 1944.
Born 1891, died June 5, 1944, buried at Magnolia Cemetery.
Son of Robert H. Lockwood and Ella Whilden, married Emma Blohme.
Educated at Bennett School, member of St. Johannes Lutheran Church.
Partner in family firm, White Stack Towing Company.
Elected alderman 1931 and 1935.
